This guide is updated for patch 4.0.3a.
This WoW Herbalism Guide will help you figure out where to collect herbs to help you level from 1-525.
Herbalism is often used as a way to make gold. It can be a good way to make gold if you are farming and then selling the items on the Auction House; however, if this isn't your plan and you are just using it to level up Alchemy then I suggest simply buying the herbs on the Auction House as it will save you a lot of time. If you can't afford to do that look at this gold guide for a little bit of help.
I want to point out that there will not always be herbs all over the routes I have shown below. Sometimes there will be others farming and some times the nodes will have been recently picked. Use the lines on the maps as guidelines and take the zones for what they are, good zones to herb in at certain levels. I have made the guide so that it is easy to fly to the next zone to level so you'll minimize your down time.
1-70 - Collect Peacebloom, Silverleaf, Mageroyal, and Earthroot
70-150 - Collect Mageroyal, Briarthorn, Bruiseweed, and Frozen Herbs
150-230 - Collect Liferoot, Fadeleaf, and Khadgar's Whisker
230-285 - Collect Sungrass and Khadgar's Whisker
285-325 - Collect Sorrowmoss
300-350 - Collect Felweed
350-400 - Collect Goldclover
400-435 – Collect Goldclover, Tiger Lily, Adder's Tongue
435-450 – Collect Icethorn and Lichbloom
450-475 – Collect Cinderbloom, Stormvine and Azshara's Veil
475-525 – Collect Cinderbloom and Heartblossom
1-70 - Collect Peacebloom, Silverleaf, Mageroyal, and Earthroot
Either of these zones (Elwynn Forest or Tirisfal Glades) will do and at this level it's really easy to find herbs. In fact you can basically start off in any race's beginning zone and you'll find plenty of herbs to level off of.

70-150 - Mageroyal, Briarthorn, Bruiseweed, and Frozen Herbs
Head to Hillsbrad Foothills for these next levels. For levels 70-125 stick to the outer area circled on the map, once you hit 125 you can jump into the middle in the Ruins of Alterac area for more herbs to collect.

150-230 - Collect Liferoot, Fadeleaf, and Khadgar's Whisker
Head out to Western Plaguelands and follow this route.

230-285 - Collect Sungrass and Khadgar's Whisker
Now head out to Eastern Plaguelands and follow this easy route until 285.

For these levels you'll be collecting herbs in Swamp of Sorrows. You can also leave here at 300 and move onto the next zone. There are so many herbs here there's not really a route to follow, so just go anywhere.
Hellfire Peninsula is usually loaded with Felweed and you shouldn't have much of a problem in this zone.

You can use the routes on the map but there's a lot of Goldclover all over Howling Fjord.

400-435 – Collect Goldclover, Tiger Lily, and Adder's Tongue
Next, you'll spend time in Sholazar Basin collecting Goldclover, Tiger Lily and Adder's Tongue.

435-450 – Collect Icethorn and Lichbloom
The Storm Peaks is where to head next.

450-475 – Collect Cinderbloom, Stormvine and Azshara's Veil
Here you'll get a chance to head out to one of the newest zones released in the game, Mount Hyjal.

475-525 – Collect Cinderbloom and Heartblossom
Here you get to get out to Deepholm to finish off your Herbalism. You do have to be level 82 to go to Deepholm and I know this won't work for some people. So instead, you can stay in Hyjal longer (until 500) and then you can hit up Uldum until you reach 525.
